Survey to measure ESC employee engagement

By Kevin Gilmartin
66th Air Base Group Public Affairs

Is the Electronic Systems Center work force fully engaged? That is what a new survey will measure when it is conducted by ESC’s Personnel and Manpower Directorate March 2 through 16.

A random sampling of ESC employees will receive the survey at Hanscom and at geographically separated units. ESC employees at Air Force Materiel Command bases will receive an e-mail with a link to the survey, while those at bases hosted by other commands will receive an e-mail with a Word document attached. The survey is confidential. All identifiable information on participants will be scrubbed.

Engagement refers to a high level of motivation to perform well at work combined with a passion for the work, according to the Merit Systems Protection Board.

“Employees are engaged when they are absorbed intellectually and emotionally in their work and vigorously invest their best efforts to achieve the outcomes needed by the organization to achieve its goals,” the MSPB wrote in a July 2009 report. (More)

Air Force Network Integration Center officials launch IA education tools

By Katherine Kebisek
Air Force Network Integration Center

SCOTT AIR FORCE BASE, Ill. (AFNS) -- Air Force Network Integration Center officials recently introduced new information assurance education tools to help Airmen stay up to speed in the constantly evolving cyberspace environment.

The initiatives, which include a robust community of practice, webinars and computer-based training, are focused efforts to make on-the-job training faster and more efficient by enabling rapid access to timely information, officials said. While the tools are aimed at IA officers and program managers, they are accessible to any Airman who wants to learn more about IA.

"As awareness of the need for cyber security grows, the need to get information out to people on how they can protect their systems and meet Air Force policy also grows," said Deb Pulley, the AFNIC certification and accreditation policy manager. "These tools are our latest effort to meet that need and give (Airmen) as much assistance as we can."

With the frequency and sophistication of malicious activity toward the defense information networks growing exponentially, threats to America's security in the cyberspace domain are now recognized to be just as real and significant as physical threats, she said. And, with so much daily work directly dependent on the availability and security of the cyberspace domain, the Air Force counts on its personnel to take an active role in defending the networks and information. Sometimes when a military member moves into the local civilian community, he or she might have a hard time getting to know people. But Lt. Col. Bruce Lambert, Air Force Research Laboratory program manager for space weather research, found a unique way to connect.

Colonel Lambert is a member of the Leominster, Mass.-based International Veterans Chorus. The group consists entirely of veterans, whether they are active duty, National Guard or reservists. All of the U.S. services are represented, and they welcome international veterans as well. One member served in the British Army, while another served in the Hungarian Army. Colonel Lambert has been a member for almost a year. (More)

Mandatory intermediate-level program manager course openings available

Openings are now available for the Intermediate Project Management Skills Course (IMP 301), which will be held March 7

through 17 at Air Force Institute for Technology Research Park, Kettering, Ohio.

This course should be completed by program managers with approximately two years of acquisition experience and preferably prior to completing their third year. It is mandatory for all acquisition managers (GS-12s, majors and below) with less than 48 months of program management experience.

IMP 301 provides Air Force officers and civilians a deeper foundation in everyday project management skills. More advanced project management topics are addressed using a combination of in-class lectures and discussions, project management readings and case studies and individual/group exercises.

Topics include: business case analysis, stakeholder management, communications management, time management, project planning, project execution and status reporting, project recovery and transferring project management responsibility. The centerpiece is a dynamic project management simulation, which integrates and applies these project management topics. (More)

command comments ...

" … The fundamental starting point is the understanding that we do not make weapons in the Pentagon. They come from our defense industry. And these weapons systems are, second only to our superb men and women in uniform, what makes our military power unrivaled and what provides the buttress of national and international security. A strong, technologically vibrant, and financially successful defense industry is therefore in the national interest. In this respect, the warfighter’s and taxpayer’s interests are aligned with the long-term interests of the defense

industry. We will promote policies and actions that provide for the long-term innovation, efficiency, profitability, and productivity growth. The emphasis here, as I will note again shortly, is long-term. … "

-- Remarks by Ashton B. Carter, undersecretary of defense for Acquisition, Technology and Logistics, at Aviation Week’s R&D Technology & Requirements Conference, Washington, D.C., Feb. 16, 2011
