ESC group works to meet Iraqi air
traffic control needs

An Electronic Systems Center group here is
helping the Iraqi Air Force rebuild its military air traffic
control capabilities through a comprehensive foreign military
sales effort.
The 853rd Electronic Systems Group
began its efforts with an FMS case that began in January 2007.
Through that case, the
U.S. is delivering critical navigational aids at Kirkuk and Taji
airbases, which should complete systems installation and
checkout this summer.
“That was the first FMS case the center took
on in support of Iraq,” said Brian Schultz, director of the
group’s FMS division.
Designed to provide some immediate needs, the effort
preceded a more comprehensive 2008 Iraqi Air Sovereignty Master

AFMC general officers on the move
WRIGHT-PATTERSON AFB, Ohio -- Maj.
Gen Thomas J. Owen has been nominated for his third star and an
assignment as commander of the Aeronautical Systems Center at
Wright-Patterson. He will succeed Lt. Gen. John L. Hudson, who
will retire. General Owen is the director of logistics at Air
Force Materiel Command headquarters at Wright-Patterson.
Maj. Gen. Kathleen D. Close, commander of the Ogden Air
Logistics Center at Hill AFB, Utah, is slated to succeed General
Owen. Slotted to succeed General Close is Maj. Gen. (select)
Andrew E. Busch, commander of the Defense Supply Center Richmond
in Richmond, Va., a field activity of the Defense Logistics
Agency in Fort Belvoir, Va.

Countdown to Hanscom VPP inspection

In
just 10 days members of the Occupational Safety and Health
Administration will arrive at Hanscom to conduct an inspection
of the installation's Voluntary Protection Program and determine
whether the base has met the requirements to earn certification
as a VPP site. If successful,
Hanscom will become the first Air Force installation to earn VPP
certification.
"The OSHA team will be looking to verify
that the safety and health management system detailed in our VPP
application is fully operational and effectively addresses
hazards at Hanscom," said Col. Lee Pritchard, 66th Air Base Wing
Safety Office director. "We have great programs in place
throughout the installation, and we're looking forward to OSHA's
visit so that they can see our dedication to the VPP principles
and practices in ensuring everyone's safety."
From May
18 to 21, the OSHA review team will meet with employees and
supervisors, visit worksites and review documentation to get an
overall picture of Hanscom's safety and health management
program. The team will provide daily status updates on its
findings and at the conclusion of its visit will make a
recommendation as to whether or not Hanscom's program meets the
requirements of certification. (More)

Attitude is everything in VPP

It's almost game time Team Hanscom. In just
10 days OSHA inspectors will arrive here to evaluate our base to
determine if we have met the requirements to become a Voluntary
Protection Program certified site, the first installation in the
Air Force to achieve this certification!
What can you do
to prepare for this inspection? The answer is simple: know the
basic tenents of VPP, showcase a workplace that operates based
on VPP key elements, and enthusiastically proclaim its role for
our mission and people.
VPP is all about attitude,
positive attitudes that motivate all of us to be actively
engaged in making Hanscom a safe environment to work.
It's about supervisors taking the time to ensure their employees
have the tools that they need to do their jobs safely, ensuring
employees know where to go to report hazards and have the
training required to carry out their missions safely.

WASHINGTON -- Today the Air Force
announced that its portion of the President’s fiscal year 2010
budget reflects a balanced strategy to prevail in today’s joint
fight and sustain air, space and cyberspace dominance.
The two overarching principles guiding next year’s budget are
rebalancing the Air Force’s capabilities and financing the
service’s "All In" commitment to joint warfighting, the Air
Force Chief of Staff said.
"We’ve focused on our people
and proven technologies, and put heavy emphasis on supporting
Combatant Commanders in a way that complements the Joint Team,"
said Gen. Norton Schwartz.
The Air Force’s total budget
is $160.5 billion. Of that, the budget over which the Air Force
has management discretion in FY10 – including allowances for
people, readiness, infrastructure and modernization – is $115.6
billion. An additional $16 billion requested for overseas
contingency operations supports ongoing operations in
Afghanistan and Iraq. Another $28.9 billion submitted in the
request but not managed by the Air Force includes funding for
medical personnel, special operations personnel and national
intelligence requirements.

A new shuttle service will begin
operations May 18, to transport employees between offices and
work areas on base.
"This new service will provide
employees with a convenient way to get around Hanscom without
having to spend time searching for parking," said James Taggart,
66th Logistics Readiness Squadron director.
The shuttle
will operate Monday through Friday from 9 a.m. to 3 p.m. The
shuttle will have eight stops on its route:
Stop 1 -
Building 1614 Stop 2 - Building 1606, Electronic Systems
Center Headquarters Stop 3 - Building 1900, Base Clinic
Stop 4 - Building 1600 Stop 5 - Fitness Center Stop 6 -
Building 1105, Hanscom Conference Center Stop 7 - Building

our acquisition system is to have a firm grasp
of the major problems. The problems start with
the process where we establish the requirements
for new weapons systems. Too often, we establish
requirements that are at the far limit of the
technological boundaries. We seek exotic and
unproven solutions to warfighting needs.
Sometimes these can lead to
breakthrough developments that can revolutionize
warfare. But far more often the result is
disappointing initial performance followed by
cost and schedule overruns to correct those
performance failures. Then, we repeat this cycle
several times before we eventually deliver the
weapons system years late, millions or billions
of dollars over budget and still not at the
performance levels that we originally sought. …
