New 350 ELSW commander focuses on
effective acquisition, workforce

Sketching an overall picture based on the singular traits of
a variety of individuals – from his own children to
supervisors – is what Col. Robert Dominguez says has guided
him through the path of his career and led him to his new
post as 350th Electronic Systems Wing commander.
“What I seek to do is follow grace and wisdom that
transcends individuals as a good course of action,” Colonel
Dominguez said. “I would characterize that experience as
leading me to a composite understanding of successful good
behaviors.”
As commander of the 350 ELSW, Colonel Dominguez leads a
1,300-person organization, and manages a $14-billion
portfolio of programs that develop, field, and sustain
command and control and intelligence, surveillance, and
reconnaissance capabilities for combatant commanders,
special operations forces, and joint and allied partners
worldwide.

Next
month’s Air Force Cyber Symposium II at the Best Western Royal Plaza
Hotel and Trade Center in Marlborough, Mass., is now jam-packed with
informative speeches by Air Force senior leaders, with the addition
of Maj. Gen. John C. Koziol, commander of the Air Force
Intelligence, Surveillance and Reconnaissance Agency.
The conference, set for June 17-19, already had a star-studded list
of speakers and panelists who will take part in the symposium,
including Air Force Secretary Michael W. Wynne and U.S. Marine Corps
Gen. James E. Cartwright, vice chairman of the Joint Chiefs of
Staff. But, when organizers had an opportunity to add General Koziol
to the agenda, they moved quickly to find a slot for him.
“The types of challenges the Air Force is trying to address with the
creation of Cyber Command are the very ones that threaten the
integrity of network-centric C4ISR operations,” said Bruce Hevey,
director of the 653 Electronic Systems Wing.

554 ELSW director
to retire in October
The Air Force
announced on May 22 that Senior Executive Service member Frank
Weber, director of the Electronic Systems Center’s 554th
Electronic Systems Wing, will retire Oct. 3.
Mr. Weber has directed the wing since its inception in late
2004, when it was known as the Operations Support Systems Wing.
He then oversaw its re-designation as the 554 ELSW in April
2006. |

Last days of registration approach for
June Integration Week
Time is running out
to register for the next Electronic Systems Center’s Integration
Week, to be held June 9 through 13, with registration closing
out tomorrow.
ESC people can take advantage of numerous courses covering
topics that range from combating government procurement fraud to
acquisition management during Integration Week.
“One of the highlights of Integration Week will be the ESC EWI
Experience course, which presents the real-life accounts of men
and women who spent a term working with Sun Microsystems through
participation in the Education with Industry program. This
session will give you an opportunity to ask them questions about
their experience and learn how to apply.” said Andrea Paquin,
ESC University consultant. “The Contracting for Earned Value
Management course may also be of interest to base personnel, as
it counts as one of four classes required to earn a certificate
in Earned Value Management.”
Additionally, retired Air Force colonel and former ESC program
director Al Moseley, now on the staff of the Defense Acquisition
University, will teach a key leadership course.

ESC Commander’s Welcome set for June 13
Electronic Systems Center will provide an orientation for
newcomers at the ESC Commander’s Welcome from 8 a.m. to noon
June 13, featuring visits to each of ESC’s five wings as well as
short briefings and demonstrations outlining each unit’s
mission.
ESC Executive Director Fran Duntz will be guest speaker. This
event is mandatory for all military members and government
civilians who are new to the base.
The event will end with a burger burn. For a recommended
donation of $5, participants will get a burger or hot dog, chips
and a soda.

AFCEA to hold golf tournament June 10
The Lexington-Concord Chapter
of AFCEA will sponsor the Elmer J. Fuller Memorial Golf
Tournament on June 10 at the Marlborough Country Club in
Marlborough, Mass.
The entry fee for industry employees is $150. The fee for
military members and government civilians, grades 0-4 and GS-13
and above, is $65 per person for current AFCEA members and $85
per person for non-members. The cost includes a one-time,
one-year membership.
For military members and government civilians grades, 0-3 and
GS-12 and below, the cost is $55 per person.
Non-AFCEA
members who qualify as Young AFCEANs -- age 40 and below -- will
receive a new membership as part of the $55 fee.
Entry fees cover greens fees, golf cart, dinner, door prizes,
coffee and doughnuts and include contributions to the AFCEA
Fellowship and ROTC Awards programs.

The summer season is
upon us, and brings with it sunny days, family
vacations and barbecues with friends.
Unfortunately, though, the season also brings
increased risks and opportunities for reckless
behavior from which none of us are immune. By
focusing on safety, however, mishaps and
fatalities can be avoided. Airmen should be
aware of the risks and consequences associated
with dangerous behavior as we enter the 101
Critical Days of Summer.
Just as we’ve done every year with this annual
safety campaign (which began May 23 and runs
through Sept. 2), Airmen are encouraged to
evaluate their behavior and be good Wingmen to
one another. Understanding high-risk behavior
and taking steps to reduce the chances of
mishaps, injuries and fatalities saves lives.
Sadly, we lost 19 Airmen last summer, two more
than the previous year. The majority of those
losses were from vehicle mishaps—eight were in
four-wheel vehicles and seven were in motorcycle
mishaps. Incidentally, the factors involved in
these mishaps included speeding, alcohol and not
using seat belts—all risks that are easily
correctable.
Now that warmer weather is here, keep the
following points in mind while planning your
activities ...
