PoPS team updates guide, adds business
rules

An
Electronic Systems Center team has just wrapped up a six-month
effort aimed at increasing program managers’ ability to
successfully, and consistently, evaluate the probability of
their program being successful.
The result of their efforts is a comprehensive update of the
Probability of Program Success, or PoPS, Operations Guide, which
now includes local business rules.
“PoPS is a methodology that accounts for the various risk
sources that threaten the outcome of an acquisition program,”
said Barbara Meyers, PoPS program manager and team lead. “This
essential tool utilizes a point-allocation framework based on a
self-assessment of five factors, which are broad categories of
potential sources of risk: Requirements, Resources, Execution,
Fit-in Vision, and Advocacy.”

SCOTT AIR FORCE BASE, Ill. (AFPN) -- Air Force officials recently
proposed a plan to develop its enlisted and officer corps into
Airmen who specialize in establishing, controlling and fighting in
the cyberspace domain.
That's according to Maj. Gen. William T. Lord, the Air Force Cyber
Command (Provisional) commander who referenced AFCYBER's force
development intent during a recent cyberspace symposium in
Marlborough, Mass.
"We've created a roadmap that outlines our efforts to establish
cyberspace operators, specialists, analysts and developers who grow
from a basic understanding of cyberspace doctrine to experts in
their respective fields," he said. "Along with outlining specific
career fields that can be used throughout our Air Force, we also
looked at how we can deliberately manage their career to grow
cyberspace warriors, leaders and future visionaries."
Cyber warriors will be identified as operators -- officer and
enlisted members who plan, direct and execute offensive and
defensive actions; specialists -- enlisted communications and
information personnel who specialize in technical aspects of
cyberspace; analysts -- officer and enlisted intelligence personnel
with the technical foundations to support cyberspace operations; and
developers -- primarily officers and enlisted with advanced skills
for designing and modifying software and hardware packages.

ESC woman hasn’t let blindness hold
her back

An Electronic
Systems Center woman who has been totally blind since birth
has won the Air Force Materiel Command-level Outstanding
Department of Defense Employee with a Disability Award for
2007.
Joanne Jordan, lead information manager for the 950th
Electronic Systems Group, has not allowed her visual
impairment to get in the way of her professional or personal
life. Her hard work and perseverance both at work and in the
local community made her worthy of this DoD-wide honor,
according to her supervisors.
Among Ms. Jordan’s many duties is serving as a key member of
the 950th’s Contract Closeout Team. In that role, she
personally contacted more than 20 administrative contracting
officers across the United States to resolve contractor
delivery and invoice issues.
“Joanne copied and faxed over 20 delinquent invoices to
assist in the closeout of more than 40 contracts totaling
$100 million,” said Joe Zimmerman, director of Contracts for
the 950 ELSG. “Her efforts led the contract
closeout team to close more than 55 contracts in just one
year, making them the number one team in the 350th
Electronic Systems Wing.”
She also quickly processed a critical $1.2 million invoice
that led to the delivery and acceptance of the security
application for the national priority Distributed Common
Ground System program.

653 ELSG change of command

851 ELSG major
earns LULAC Excellence in Military Service Award

RANDOLPH AIR FORCE BASE, Texas -- The Air Force has selected
Maj. Elisa Valenzuela of the Air Force Materiel Command's 851st
Electronic Systems Group as the winner of the 2008 League of
United Latin American Citizens Excellence in Military Service
award.
The award recognizes members who have made significant
contributions to the advancement of minority groups, the
promotion of diversity and equal opportunity in the military and
federal workforce.
"We are very proud of Maj. Valenzuela and this outstanding
accomplishment," said Col. Jim Shaw, 851st Electronic Systems
Group commander. "Her tremendous spirit and problem-solving
skills have demonstrated time and time again her ability to get
the job done."
Major Valenzuela is the director of logistics, 851st Electronic
Systems Group. Displaying insightful and proactive anticipation
of user needs, she assured planning, funding, transition and
coordination of the new Global Hawk weapon system logistic
fielding requirements between two program offices, contractor
integrators and depot facilities.

Red Sox, ticket holders salute troops
The scoreboard at Fenway Park
in Boston shows troops from Hanscom AFB who performed
pre-game ceremonies at yesterday's Boston Red Sox-Minnesota
Twins game. About 200 Airmen from Hanscom, as well as other
service members from the local area, attended the game for
free as part of the 'Seats for Soldiers' program, in which
season ticket holders donated their game tickets to
active-duty troops. The Red Sox routed the Twins 18 to 5.
