Enjoy,
remember and be safe this Fourth of July
By Gen. Bruce
Carlson
Commander, Air Force Materiel Command
WRIGHT-PATTERSON AIR FORCE BASE, Ohio (AFMCNS) — Many of us are
looking forward to a four-day weekend that will be capped off
Tuesday, July 4, when our country celebrates its 230th birthday.
Along with our friends and families, we’ll enjoy barbecues, parades
and, of course, fireworks. The Stars and Stripes will fly throughout
our towns and neighborhoods. Red, white and blue trimmings will be
visible wherever you look. Unique to our America, there will be no
mistaking that this holiday is different from the rest.
When I see the colors of Independence Day, I’m reminded how proud I
am to be an American, an Airman, and the commander of such a great
organization.

ESC colonel takes
his leave from active duty
By Capt.
Stephen Fox
ESC Public Affairs
The Air Force provided limitless opportunities throughout the career
of one Electronic Systems Center colonel, who will hang up his
uniform this week after nearly 30 years in blue.
Col. Steve Rogers, former commander of the Network Centric
Operations and Integration Systems Wing, now the 653rd Electronic
Systems Wing, will retire from active duty during a ceremony Friday
at 10:30 a.m. in the Minuteman Club Ballroom.
Colonel Rogers began his Air Force career in 1973 without a single
stripe on his arm as an airman basic with two simple objectives in
mind.

Dana
Townsend |
By Karen Costura
ESC Public Affairs
At Hanscom, the Equal Employment Opportunity Office plays an
important role in employee relations, and the office’s new manager
plans to keep it that way.
Replacing Darvin Bennett who left in January, Dana Townsend began
her new position as manager of the EEO Office on June 14. Most
recently, she served for two years at the Air Force Research
Laboratory’s Human Resources office at Hanscom as a human resource
specialist for military personnel. In that role, she managed all
military assignments, training notices, personnel actions,
decorations and evaluations for AFRL.
Ms. Townsend also previously served as a personnel systems manager
and personnel administrator during her 25-year stint in the Air
Force reserves, from which she retired as a master sergeant in 2004.

Official expects NSPS to debut at
Hanscom in January

Bob
Youtt |
By Kevin Gilmartin
ESC Public Affairs
The National Security Personnel System will be implemented for
non-bargaining unit eligible employees at Hanscom in early 2007,
replacing the current civil service system, according to the man
in charge of rolling out the new civilian pay-for-performance
system at the Electronic Systems Center.
“Many people may have read articles about court
challenges or other issues with NSPS, and might have the
impression that it won’t be put into effect at Hanscom,” said
Bob Youtt, ESC’s NSPS program manager. “That’s not the case. The
first group of Department of Defense employees was converted to
NSPS this spring, and we expect to deploy NSPS at Hanscom early
next year.”
DoD is implementing NSPS in “spirals.” The first group of 11,000
DoD civilians was converted in May. Additional Air Force
locations will be converted in the next phase, scheduled for
October, and Hanscom will be among the bases scheduled for NSPS
conversion in January.

ESC-developed visualization tool
speeds mission decisions
By Stephen W. Hurst
754th ELSG Public Affairs
The real-time capabilities of the 554th Electronic Systems
Group’s Enhanced Maintenance Operations Center recently spelled
success when an EMOC-equipped wing earned an “outstanding”
rating – the first given Air Force-wide since January 2002 –
during an operational readiness inspection.
The 7th Bomb Wing at Dyess AFB, Texas, had employed the use of
the EMOC – a visualization tool used to track the daily
maintenance operations of flying units – since August 2005. The
system is designed to encapsulate and identify essential data
required by maintenance operators in the Maintenance Operation
Center, as well as maintenance and operations leaders at all
levels.

Chief Master Sgt. of Air Force
reflects on 29 years of service
The
Enlisted Perspective
By Chief Master Sgt. of the Air Force Gerald R. Murray
Farewell Fellow Airmen
It’s been my honor and privilege to serve as your 14th Chief
Master Sergeant of the Air Force. As I culminate my 29-year
career, I want to thank each of you for volunteering to serve
our nation, for fighting the Global War on Terror and for
continuing to keep our Air Force strong.
Early in my tenure I wrote a CMSAF Perspective entitled: “To the
members of the best enlisted force in the world.” I
whole-heartedly believed that then; now after four years
traveling around our Air Force, meeting with so many of you and
witnessing the tremendous feats you accomplish everyday, I’m
convinced even more.

command comments ...
Happy Birthday,
America! For 230 years, this nation and its people
have represented freedom and democracy. We earned
that reputation through courageous acts of
patriotism by our founding fathers and through
bravery on battlefields across the world. Today we
mark not a resounding victory in a great battle, but
instead the day when we stood up as a free and
independent nation and told the world we would no
longer live under tyrannical rule.
“This year, as you gather to celebrate the founding
of our great nation, pause a moment to remember our
heroes currently serving away from home, fighting to
preserve the very same freedoms the patriots before
us secured. Their efforts are helping us soar to a
future bounded by limitless horizons.
“You, the men and women of America’s Air Force,
reflect the generations of patriots who, through
their actions, displayed the values of integrity
first, service before self and excellence in all we
do. Thank you for your unyielding commitment, and
have a happy and safe 4th of July!
