Junior Force Council to host forum with ESC senior leaders May 25

The Hanscom AFB Junior Force Council will be hosting a forum entitled “3V: Vision, Values, Value Added” on May 25 at 1 pm in the command section conference room.

“The purpose of the forum is to provide a direct communication link between the junior work force and senior leadership, addressing topics such as meaning and purpose, contributing as a valuable member of the Air Force, and understanding concerns held by junior work force members,” said Capt. Scott Smith, a JFC representative.

The forum will consist of a small audience of 20 to 30 military and government civilian personnel. ESC Vice Commander Maj. Gen. Arthur Rooney and ESC Deputy for Acquisition Frances Duntz will be presented with questions and will have the opportunity to share their experiences and ideas with the audience. The audience will be encouraged to present their views and thoughts as well.

The forum will be held quarterly and will address a different topic at each meeting.

“The first event will revolve around AFSO 21 and the activities happening here at ESC that involve lean initiatives,” said Don MacMillan, a spokesperson for JFC. “We encourage the audience to address process improvements and share both their ideas and historical accounts of progress and waste.”

Mr. MacMillan believes this forum is an avenue of discussion that will be quite beneficial to both the junior workforce and senior leadership.

“Improving processes here at ESC is high on everyone’s list,” he said. “This is a great opportunity to share information and voice concerns in a comfortable setting.”

The forum will have measures in place to verify trends and changes in the junior force perception of ESC in regard to AFSO 21. The forum metrics will provide qualitative indicators about how local stakeholders perceive the dynamic between ESC and themselves. They will also measure how the relationship between ESC and the community develops over time. This can be measured through the type and volume of feedback received via data gathering channels developed by the Junior Force Council.

The Hanscom JFC is a relatively new Air Force Materiel Command initiative, started in fall 2004. Members of the JFC work with all members of the junior workforce-- enlisted military, officers and civilians. According to the Council’s webpage, their primary mission is to provide a formal avenue of feedback between the junior personnel and senior leadership through surveys, focus groups, forums and social activities.
