New ESC vice commander eager to get started

The Electronic Systems Center’s new vice commander is eagerly anticipating his Jan. 24th arrival at the center’s Hanscom AFB headquarters.

Maj. Gen. Arthur Rooney, who currently commands the Air Force Security Assistance Center at Wright Patterson AFB, Ohio, has never been assigned to ESC before. Nonetheless, he’s well aware how significant a role the center plays for the Air Force, he said in a telephone interview Monday.

“Whether every airman in the Air Force knows it or not, they are benefiting from ESC program management daily,” he said.

The Network Centric Operations/Integration Systems Wing welcomed a new commander last month who is certainly no stranger to the

 wing or to the Electronic Systems Center.

Col. Steven W. Rogers, who has been the deputy director of the Wing for the past year, took command of the organization last month upon the announcement of Dave Carstairs’s upcoming retirement from civil service.

“Mr. Carstairs is an icon at the Electronic Systems Center. His dedicated efforts have made crucial impacts in many programs here over the years,” Col. Rogers said.  (More)

ESC Centernet site addresses NSPS questions

Electronic Systems Center employees and managers with questions about the National Security Personnel System can now get those questions answered on-line with a new “virtual Q and A” feature on the ESC NSPS web site.

According to Bob Youtt, ESC’s NSPS program manager, managers and affected civilian employees have a lot of questions about the new personnel system, which will replace the current GS system. He is hopeful the web site, located on ESC’s CenterNet, will help answer those questions as we approach October, when NSPS is scheduled to be implemented for ESC civilians at Hanscom.  (More)

New Horizons and ‘State of ESC’ overflow seating still available

The Lexington-Concord Chapter of the Armed Forces Communications and Electronics Association, in participation with the Electronic Systems Center, will hold its New Horizons Symposium Jan. 25 and 26 at the Renaissance Bedford Hotel.

The annual chapter-sponsored State of ESC speech featuring ESC commander Lt. Gen. Chuck Johnson will conclude the symposium on the 26th.  (More)

ESC Commander recognizes engineering excellence

Gen. Johnson and Mitre engineerElectronic Systems Center Commander Lt. Gen. Chuck Johnson shares a laugh with outgoing ESC Engineering Director Dr. Lou Metzger of MITRE during the center’s senior staff meeting Jan. 10. The general honored Dr. Metzger for his years of dedication as ESC’s EN director during the meeting, and presented him with a sculpture of an eagle’s head mounted on a wooden base in appreciation of his service.  

After receiving a standing ovation from the senior staff, Dr. Metzger said “It was a pleasure and a challenge,” serving ESC for the past several years, and he looks forward to working in his MITRE role to “help out ESC as you help our war fighters.”

Col. Dartanian Warr, who has been selected for brigadier general, will officially take the reins of the Battle Management Systems Wing during a Change of Command ceremony Friday at 9:30 a.m. in the O'Neill Building atrium. 

Colonel Warr is replacing Col. Ken Merchant who has been selected for reassignment as vice commander of the Ogden Air Logistics Center, at Hill AFB, Utah.

Col. Peter Hoene, who also has been selected for brigadier general, will assume command of the Command, Control, Intelligence, Surveillance and Reconnaissance Systems Wing during an Appointment of Command ceremony Feb. 8 at 8 a.m.

Colonel Hoene's new position was formerly held by Brig. Gen. Gary Connor, who departed Hanscom Dec. 9 for Iraq.

Junior Management Association reaches out to families in need

The Junior Management Association at Maxwell AFB-Gunter Annex helped to make this past holiday season a little brighter for two needy families in Montgomery, Ala.

The organization, through its Adopt-a-Family program, assisted in the mission of the Christmas Clearinghouse, an Alabama nonprofit organization which provides food baskets and other resources for needy families during the holiday season. The Junior Management Association was provided with a list of items from the Christmas Clearinghouse that would be of benefit to the families.  (More)

Electronic Systems Center Commander Lt. Gen. Chuck Johnson presents Janet Larsen of the 66th Mission Support Squadron with an Air Force Civilian Achievement Award for her efforts as Hanscom’s 2005 Combined Federal Campaign Loaned Executive during the ESC Senior Staff Meeting Jan. 10.  

The general lauded Ms. Larsen for her exceptional efforts in the successful fund drive, which raised more than $257,000 at Hanscom.

Dr. Martin Luther King, Jr.Hanscom chapel to observe Martin Luther King, Jr. Day

A commemorative service celebrating the life of Dr. Martin Luther King, Jr. will be held Friday at 10:30 a.m. in the Hanscom Chapel. Guest speaker for the event will be the Reverend Robert Gray, Chaplain for the Boston Celtics. A reception will follow the service.

Wynne: AF needs to recapitalize

1/10/2006 - WASHINGTON (AFPN) -- With the combination of aging and heavily used equipment, the Air Force needs recapitalization across the board, Secretary of the Air Force Michael W. Wynne   said.

ESC certifies first UAV to meet air traffic management guidelines

An aircraft program managed by Aeronautical Systems Center’s Global Hawk Systems Group here includes the first unmanned aerial system to achieve Communication, Navigation, Surveillance/Air Traffic Management compliance.

The RQ4-A Global Hawk achieved CNS/ATM compliance of several systems after being verified by the Electronic Systems Center at Hanscom Air Force Base, Mass. So far, the CNS/ATM approval process has taken about a year and a half to complete.  (More)

2006 defense budget increases military pay and benefits

1/9/2006 - WASHINGTON (AFPN) -- President George W. Bush ushered in an across-the-board 3.1 percent military pay raise, effective Jan. 1.

It includes a variety of new or enhanced benefits for servicemembers and their families when he signed the 2006 National Defense Authorization Bill into law Jan. 6.  (More)
